Nuclear Powers Illinois (“Sponsor”) is running the “Why Illinois Needs Nuclear Power” student art contest (“Contest”) to encourage students living in Illinois to create artwork that best expresses why they believe Illinois needs carbon-free nuclear power and what others should know about the importance of carbon-free nuclear power.

For the purposes of these Rules, the words “you” and “your” shall mean any eligible individual student who registers and participates in the Contest either directly if over 18 years of age or by her or his parent or legal guardian if under 18 years of age.

Each individual who properly and timely enters to participate in the Contest is referred to as a “Contestant.”


Eligibility Requirements: To qualify to enter the Contest and be eligible to win, you must meet the following criteria: (1) you must be a kindergarten through 12th grade high school student attending a school within Illinois on a full-time basis; (2) if you are under 18 years of age, your parent or legal guardian must register you and submit your art work; (3) you agree to participate in the Contest by submitting only one piece of artwork; (4) you must acknowledge that you read, understand and agree to comply with these Rules; and (5) your contest submission must be entered between March 8, 2021 and prior to 5:00 PM CST on Friday, April 16, 2021.

All determinations of qualifications, eligibility, prize winners shall be made by Sponsor in its sole and absolute discretion and are final and non-appealable.


How to Enter: If you meet all of the eligibility requirements stated above, you are eligible to enter the Contest by submitting:

(a) if you are over 18 – submit the artwork and your name, age, home address, email address, phone number, school’s name and grade; or
(b) if you are under 18 – your parent or legal guardian must submit the artwork and provide her or his name, home address, email address, phone number and your name, your age, school’s name and grade; and
(c) Agree with the following statement: “I agree that I have read, understand, and will comply with the Rules of the Nuclear Powers Illinois ‘Why Illinois Needs Nuclear Power’ student art contest.”


Artwork Submission:
The Contest requires each Contestant to submit artwork that is original and personally created by the Contestant that meets the following additional requirements:

1. The artwork must effectively communicate your best representation of why Illinois needs carbon-free nuclear power and why you believe others should be aware of carbon-free nuclear power;
2. Is on an 8.5 x 11-inch sheet of unlined, white paper;
3. Uses the following mediums: drawing; painting (i.e., pencil, charcoal, pastels, colored pencils, oil paints, acrylics, water media, mixed media/collage); or original digital creations;
4. Artwork should be submitted as a high resolution (e.g. minimum of 300dpi and 1,800 pixels wide) image of the student’s original artwork;
5. The file must be under 5 megabytes in size;
6. The artwork must be submitted in .jpg, .png or .pdf format;
7. Meets all eligibility and entrance requirements stated above.


Judging: Contestant artwork will be judged by a panel of judges based on the originality, creativity, interpretation of the theme, overall art appearance and quality of the idea communicated and should focus on creating a coherent and meaningful image that conveys your idea. Sponsor, in its sole and absolute discretion, shall determine the judging of all submissions that satisfy the Artwork Submission requirements. The judging will result in the announcement on or about May 1, of the Contest’s (3) Overall Winners and Honorable Mention in each grade group:


Prizes:
All qualified Contestants as of March 8, 2021, are eligible for the following prizes to be announced and provided by Sponsor on or about May 1, 2021:

Three overall Winners will be selected from all qualified Contestants. In addition, one Honorable Mention will be named in each category:

  • For grades Kindergarten through 2nd
  • For grades 3rd through 5th
  • For grades 6th through 8th
  • For grades 9th through 12th

The three Winners and one Honorable Mention in each grade group will be potentially featured in Nuclear Powers Illinois materials.

Each of the three Winners will each have a $1,000 donation contributed by Sponsor directly to their respective school’s art program.

Honorable Mentions in each grade group will receive a certificate of Honorable Mention.

The aggregate value of the prizes is approximately $3,000. All taxes, including federal, state and local taxes, are the sole responsibility of each Prize winner.


Odds of Winning:
Your odds of winning depend upon the number of qualified Contestants as of March 1, 2021. Sponsor’s decisions regarding qualification and winning status are final and in its sole discretion.

 

TERMS AND CONDITIONS

By participating in the Contest and submitting artwork into the Contest website, you (or your parent in your behalf, if you are a minor) agree to the following Terms and Conditions:

Original/Non-Infringing Work: All artwork in any submission in this Contest shall be the original work of the Contestant and not reflect any input from any paid consultant, advisor, or other party retained to influence or affect the submission. You are solely responsible for your submission content. Any submission shall include a statement from you representing that: (1) your submission content is original and does not infringe the intellectual property rights of any third party; (2) that you own all necessary rights and have all necessary permissions to your submission content that you will grant to Sponsor upon its request to you.

Prize Acceptance: Prizes are not transferable, assignable and may not be partially awardable. No substitution or cash redemption for non-cash prizes will be allowed. A Prize winner may be required to sign and return an Affidavit of Eligibility (“Affidavit”) and Agreement of Publicity, Intellectual Property, and Release of Liability (“Agreement”) within seven (7) days of their winning notification. If a prize winner cannot be contacted within three (3) business days after the first attempt to contact him or her, or if the potential winner does not sign and return the Affidavit and Agreement in the required time period, the prize will be deemed forfeited and an alternate winner may be selected from among all remaining Contestants, if any.

Conditions: THIS SECTION IMPOSES LIMITATIONS OR CONDITIONS THAT AFFECT THE OBLIGATIONS OF THE CONTESTANTS AND FINALIST CONTESTANTS. By accepting a Prize, each Prize Winner:

You consent to the use of your name, artwork and submission, state of residence, and likeness, for advertising or Contest purposes in any media worldwide in connection with the Contest, without limitation and without additional compensation worldwide, except where prohibited by law. This consent is referred to as the “Licensed Rights."

You agree to give the Sponsor permission to obtain, utilize and share all information, commentary, submission, and artwork with Sponsor partners or suitable, interested parties (as determined by Sponsor) as well as in any marketing communications or mediums now known or yet to be invented.

Intellectual Property: For the purposes of this Contest, your “submission” or “presentation” shall mean the idea itself and your artwork. By providing your submission and presentation to the Contest, you grant Sponsor a worldwide, non-exclusive, royalty-free, sub-licenseable and transferable license to use, make, modify, reproduce, distribute, prepare derivative works of, display, perform, or sell your submission and/or presentation, including the potential to display you artwork on one or more billboards in the State of Illinois for up to 12 months (the "Licensed Rights"). Other than the value of any Prize you may win in the Contest, Sponsor will not otherwise compensate you for your submission or presentation or to exercise any Licensed Rights. Sponsor has no obligation to exercise any of the Licensed Rights.

Conditions: Sponsor and its agents are not responsible for any incorrect or inaccurate information, whether caused by entrants, printing errors, or by any of the equipment or programming associated with or utilized in the Contest; computer, online, or technical malfunctions; delays or human errors that occur in the processing, transmission or receipt of entries, or delays caused by computer transmissions; or any injury or damage to persons or property, including but not limited to entrants’ computers, hardware and/or software, which may be caused directly, or indirectly, in whole or in part, from entrants’ participation in the Contest or receipt, redemption or use of any prize.

If, for any reason, the Contest is not capable of being conducted as planned, including but not limited to infection by computer viruses, bugs, tampering, unauthorized intervention, fraud, technical failures, customer outages, weather, or other causes beyond the control of Sponsor, Sponsor reserves the right at its sole discretion to cancel, terminate, modify or suspend the Contest. Sponsor also reserves the right, in its sole discretion, to disqualify any individual found to be violating these Official Contest Rules or suspected of attempting to disrupt or defraud the entry process or the operation of the Contest, and Sponsor may prosecute or seek other legal redress against anyone suspected of engaging in these acts. No automated entry devices and/or programs are permitted. Sponsor is not responsible for lost, late, illegible, incomplete, invalid, misdirected, mutilated, technically corrupted or garbled entries (which will be disqualified) or for problems of any kind whether mechanical, human or electronic.

Internet Specific Terms: In the event of a dispute, entries made by Internet will be deemed made by the authorized account holder of the e-mail address submitted at the time of entry. The “authorized account holder” is deemed the natural person who is assigned to an e-mail address by an Internet access provider, service provider or other online organization that is responsible for assigning e-mail addresses for the domain associated with the submitted e-mail address. A potential winner may be requested to provide Sponsor with proof that the potential winner is the authorized account holder of the e-mail address associated with the winning entry. If for any reason the Contest is not capable of running as planned, including due to infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failure, human error, customer outages, weather, or any other causes beyond the control of Sponsor that corrupt or affect the administration, security, fairness, integrity, or proper conduct of the Contest, Sponsor reserves the right at its sole discretion to cancel, terminate, modify or suspend the Contest, notice of which will be posted on Sponsor’s Student Innovation Challenge web site. Sponsor assumes no responsibility for any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, theft or destruction or unauthorized access to, or alteration of, entries. Sponsor is not responsible for any problems or technical malfunction of any telephone network or lines, computer online systems, servers, or providers, computer equipment, software, failure of any e-mail or entry to be received by Sponsor on account of technical problems or traffic congestion on the Internet or at any web site, any combination thereof, or otherwise, including any injury or damage to entrant's or any other person's computer related to or resulting from participation or downloading any materials in the Contest.

CAUTION: ANY ATTEMPT BY AN ENTRANT TO DELIBERATELY DAMAGE ANY WEB SITE OR UNDERMINE THE LEGITIMATE OPERATION OF THE PROMOTION MAY BE A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH PERSON TO THE FULLEST EXTENT PERMITTED BY LAW.

Sponsor and Name of Winners: To obtain the names of the winners (available after May 1, 2021), send a self-addressed, stamped envelope to: Sponsor Nuclear Powers Illinois, 10 S. DEARBORN ST., 51ST FLOOR, CHICAGO, IL 60603. Requests must be received no later than December 31, 2021.

Entrant’s Personal Information: In addition to any prize notifications, Sponsor may use the Contestant’s name, address and email address for future Contests and Sponsor communication purposes but will not sell this information to any third party.

Sponsor reserves the right to modify the terms, conditions and eligibility requirements outlined in these Official Contest Rules at any time without notice.
